Department for Communities and Local Government

Case Study

The Department for Communities and Local Government (DCLG) previously utilised a legacy interface to initiate grant and supplier payments to local government through its Bacs Bureau services. The interface with the bank was managed in-house and was resource intensive.

In 2011, allpay was successfully awarded a contract, following competitive tender, to provide the department with its secure Electronic File Transfer (EFT) service. This allows DCLG to utilise allpay’s secure Bacs gateway to process the payments which are critical for local authorities to deliver public services and local infrastructure.

Mark Hall, Head of Operations - Finance Shared Service Division, DCLG said:

"We have found allpay to be a reliable, credible and secure supplier who has always addressed any queries we’ve had promptly and efficiently. The implementation with allpay was remarkably simple – once the agreed formats and IT integration was complete, it was a straight forward process.

From day one it’s been reliable and has worked – giving us the confidence that once the payment files were ready and uploaded from DCLG to allpay’s secure portal, allpay would process these, assign the payments and send and retrieve these to and from the bank, providing the department with daily payment file data."

allpay was successfully re-awarded the contract in 2016 via the Government’s G-cloud framework, allowing the department to call off allpay’s services for a further two years.
