Since 2009, allpay has pioneered the use of prepaid cards across the private and public sectors, delivering disbursement solutions to local authorities, housing associations, charities and banks.
In addition to working with more than 80 local authorities, and managing in excess of 110 different programs for City of Edinburgh, Birmingham City Council and several London boroughs including Southwark and Camden.
Reducing the cost and administration of paying out funds, allpay's prepaid solution streamlines accounting efficiency and offers end users bank account lite features, including direct debits and standing orders.
As a principle member of Mastercard for issuance, and accreditation from Mastercard, Visa and American Express, allpay manufactures and personalises all cards in-house at its bureau which produces circa 20 million secure debit, credit and prepaid cards per annum.
In 2013 allpay’s Instant Issue prepaid solution helped Southend on Sea Borough Council to an Institute of Revenues, Ratings and Valuations Gold Award.
The scheme, called the Essential Living Fund (ELF), involves a number of partners and is operated as a grants-based system open for anyone to claim. As part of its scheme, it’s awarding allpay’s prepaid cards to claimants for either clothing/footwear or gas and electric emergency top-ups.
In 2017, allpay’s instant issue prepaid card won Best Prepaid Card Solution at the Payments Awards.

The prepaid card system is also much simpler for the social care office to manage, so it improves back office efficiency and lowers costs. It also allows the council to provide a Visa card and online facility to the unbanked. allpay’s experience within prepaid cards, card manufacturing and local government has allowed us to launch a unique solution that we feel adds value to all parties.
