Public sector organisations can access allpay's services through a number of different EU-compliant frameworks that have been awarded to the company, reducing the need to conduct lengthy and costly tender exercises.

Consortium Procurement (Northern Housing Consortium)

allpay has retained sole supplier status on the national bill payments framework let by Consortium Procurement, the procurement arm of the Northern Housing Consortium (NHC).

The framework – which can be utilised by local authorities and social housing organisations across the UK –covers all of allpay's payment collection services, providing significant cost and process savings to members and removing the need to go through the lengthy tender process.
The OJEU-compliant framework, awarded in May 2015, has been procured for an initial term of two years, plus an option to extend for a further two years.
In particular, Consortium Procurement noted that allpay was “up to date with payment trends”, offering members “robust processes that had been tried and tested in the market”.

ESPO Banking Services Framework

The ESPO Banking Services Framework offers public sector organisations a quick and simple route to procuring general business banking services and bill payment systems. allpay has joined forces with Lloyds Bank to offer bill payment services through the framework, allowing public sector organisations to utilise its payment card and barcoded billing solutions via PayPoint and the Post Office.

The framework is already EU/UK-compliant and the terms and conditions have all been pre-agreed under the framework and underpin all contracts placed under the agreement.

South East Consortium

allpay has been awarded a place on the South East Consortium (SEC) procurement framework for electronic payment services, covering cash, debit/credit card and direct debit acceptance.
As part of the contract, SEC members can utilise allpay’s range of payment collection services and call off directly with allpay for a four-year term, with the option of extending for a maximum of seven years.

allpay awarded place on new bill payments framework

Crown Commercial Services supplier

Central and local government can now purchase allpay's payment services through the G-Cloud framework, without the need to go through a full tender process.
G-Cloud is a UK Government initiative to encourage the adoption of Cloud Services across the whole of the public sector.
Housing associations, local authorities and central government can access allpay's bill payment service, debit/credit card acceptance solutions and prepaid cards through the framework.

Comhairle nan Eilean Siar

Some of Scotland’s largest local authorities are now able to utilise electronic payment services from allpay without the need to go to tender - following the award of a three-year procurement framework.
The contract, for an initial three years with the option to extend for a further year, was procured by lead authority Comhairle nan Eilean Siar on behalf of: Aberdeen, Aberdeenshire, Argyll and Bute, Clackmannanshire, East Lothian, East Renfrewshire, Eilean Siar, Falkirk, North Lanarkshire, Renfrewshire, South Ayrshire, West Dunbartonshire and Hebridean Housing Partnership and Wheatley Group.
